Negotiation Training for the Oil & Gas Sector in Mozambique

Mozambique is rapidly developing its oil and gas sector. In order to support this country to develop the sector, international projects are implemented to train relevant groups on specific themes, such as international negotiations. As part of a larger Nuffic-programme, Universidade Eduardo Mondlane and the University of Maastricht organised a Winter School on Oil & Gas, from 9-18 July 2014.

A Multidisciplinary Winter School

This multidisciplinary study programme offered scientists, students, government officials, ngo-representatives and local industries the opportunity to learn more about exploration, exploitation and processing of mineral resources. Next to the social and economic development that the discovery of major gas resources has launched, the development of human capital and the legislative framework were also part of the programme.

The Clingendael Institute is a partner in this project. Therefore, Wilbur Perlot, deputy director of the Clingendael Academy, provided a negotiations training in Maputo. Luca Franza of the Clingendael International Energy Programme (CIEP) gave a lecture about energy policies.

The Winter School Oil & Gas is part of a larger Nuffic - NICHE capacity building project for Mozambique, titled ‘Introduction to participative student-centred learning at Universidade Eduardo Mondlane’.

          

Clingendael’s cooperation with the Ministry of Mineral Resources

Clingendael’s cooperation with Mozambique will continue in other projects as well. In August 2014, a new international project between the Ministry of Mineral Resources (MIREM) of Mozambique and the Clingendael Institute and CIEP will kick-off with training and research by two energy-experts, Jean Vermeire and Joost Haenen, at this Ministry. The training will mainly focus on developing gas policies. The research is aimed at increasing the mutual understanding of the demands and needs of Mozambique to further develop its energy sector.

Ultimately the project will enhance knowledge and skills of all staff at MIREM. In 2015, a delegation will come to the Netherlands for a study programme on the Dutch oil and gas sector. Lectures, workshops and working visits to - amongst others - Groningen and Rotterdam will be organised.
