Proposals for Improving the International Legal Framework

The chapter assesses the bottlenecks and pitfalls identifiable in the counter-terrorism system of the UN, as well as in the international legal system. Two key uncertainties influence the way in which the international community will deal with combating international terrorism in the future. They are the strength of states and the willingness and intensity of international cooperation. For the purpose of engaging in a realistic utopia (reference to the title of the volume) concerning combating terrorism, it is submitted that the rule of law and the body of universal values such as human rights should be respected. Taking into account these principles, some avenues of improvement of the counter-terrorism system are offered.
