The European Union's Strategy on Weapons of Mass Destruction

From Ambition to Disappointment: Clingendael Paper 6

In this new Clingendael Paper, Dr. Peter van Ham examines the European Union's weapons of mass destruction policy by examining the main strategic documents and the way they have been implemented. Even though the EU has ambitiously tried to develop a solid framework for closer cooperation since 2003, the EU member states have been reluctant to take the necessary steps towards increased policy coordination at the European level. The paper discusses both the ambitions and disappointments, and shows the way in which the EU could still play a significant role in the multilateral arena.
