Barend (Bas) ter Haar is Senior Research Associate at the Clingendael Institute. During his career at the Netherlands’ Ministry of Foreign Affairs he took part in many multilateral negotiations, inter alia on chemical weapons and within the EU, NATO, OSCE, IAEA and UNESCO. At the ministry he served as Director of the Policy Planning Staff. As Ambassador for International Security Affairs he represented the European Union at the ASEAN Regional Forum.
After studying history and public law at the universities of Leiden and Utrecht, he lectured on the history of fascism at Leiden University. His publications include The Future of Biological Weapons, written during a sabbatical at Georgetown University in 1990, and Peace or Human rights, the dilemma of humanitarian intervention, published in 2000.
