Ingrid d'Hooghe

Ingrid d'Hooghe is a Senior Research Fellow at the Clingendael China Centre. Between September 2022 and February 2024, she was the interim coordinator of this centre. D'Hooghe conducts research on China's foreign policy and diplomacy, and on higher education and science collaboration with China. Recent publications include 'China's Public Diplomacy Goes Political' in The Hague Journal of Diplomacy (2021) and China's Invloed op Onderwijs in Nederland, with Brigitte Dekker (Instituut Clingendael, juni 2020).

She graduated from Leiden University, the Netherlands, with a degree in Sinology, and studied classical Chinese at Fudan University, Shanghai. She obtained a PhD in social sciences from the University of Antwerp on the topic of China's Public Diplomacy.

D'Hooghe spent most of her career working at the crossroad of academic research and policy advice. Her career includes positions at the Netherlands Embassy in Beijing (1989-1991), Leiden University (1991-2001 and 2016-2020), and the Clingendael Institute (2001-2011). In recent years she was involved in research and policy advice projects for various Dutch government organizations, the European Commission, the LeidenAsiaCentre, where she is also a Research Fellow, and her company China Relations.

Expertise: China's rise, China's foreign policy and diplomacy, China and global governance, China-EU relations, public diplomacy and soft power.
