Flexibility in the EU Budget - Are There Limits?

This Clingendael Report discusses the new buzzword surrounding the EU budget; flexibility. Flexibility is the ability of the budget to adjust to changing circumstances. These changing circumstances may take the shape of unforeseen and uncontrollable events, like those that the EU is encountering today with migration flows.
