Flexibility in the EU Budget - Are There Limits?

This Clingendael Report discusses the new buzzword surrounding the EU budget; flexibility. Flexibility is the ability of the budget to adjust to changing circumstances. These changing circumstances may take the shape of unforeseen and uncontrollable events, like those that the EU is encountering today with migration flows. The report discusses the central question: What is the role of flexibility in the future EU budget? It touches upon i.a. ways to deal with crises, the Commission’s Better Regulation agenda, and interinstitutional relations. This report gives input and raises questions for further discussion on the applicability of flexibility in the EU budget.
