By helping shape the norms set by “Brussels’, you can effectively influence the EU’s priorities in alignment with your country’s interests. You learn how to do so in our one-day seminar on EU Third-Country Lobbying.

The EU’s openness towards a wide range of stakeholders is key to its legislative’s legitimacy. Without input from all kinds of directions, Commission desk officers are not just less effective, but at risk of failing Impact Assessments left and right.

Desk officers, but also EU member states’ representatives in the Council, as well as Members of European Parliament, thrive on the data they receive from interactions with stakeholders. This offers unique opportunities for third-country lobbying, especially for country representatives who know the EU’s legislative cycle well, and who work based on effective lobbying tools.

Who can participate?

The course is an open enrolment training for international diplomats, civil servants, policy makers as well as private sector professionals such as public affairs managers or consultants seeking to lobby the EU in any way or form from outside the EU.

To effectively partake take in this course, basic knowledge of the main EU institutions and the Brussels’ policy cycle is a prerequisite. The working language will be English.

When and where do the trainings take place?

The training takes place:

  • On Wednesday December 8, 2021
  • Between 09:00 – 17:00 hrs CET
  • Digital (via Zoom)

What will you learn?

In this course you will develop in-depth understanding of:

  • Do’s and Don’ts in lobbying the EU as a third-country;
  • The 7 steps to take in an effective third-country lobby;
  • The differences in lobbying different EU actors;
  • How your country’s interests relate to those of the EU;
  • Recent geopolitical developments in the EU and future trends.

Furthermore, you will develop and reinforce the following skills:

  • Effective interest representation in Brussels;
  • Strategic networking and communication;
  • EU Digital Data Management;
  • Setting up an EU monitoring tool.

What methods will be used?

Our rich and diverse course is focused on providing you with a complete package of thematic knowledge, practical skills, and applied processes; this ‘Clingendael Method’ helps you understand the EU to the fullest.

The program is filled with interactive webinars on institutions and decision making, reflective workshops on negotiation and influencing skills, and discussions between participants and top experts on the biggest challenges and opportunities faced by the EU today.

Moreover, you will engage in tailor-made simulations on EU governance, receive access to a unique digital learning environment, and expand your professional network by getting to know your fellow participants as well as EU professionals.


Christiaan Nelisse

Christiaan is a highly experience trainer within the field of EU negotiations and has offered dozens of EU training courses. He is specialised in EU processes and institutions and has worked in Brussels as an analyst for MLex Market Intelligence, the European Parliament, and lobby-firm EPPA.

Max Eleveld

Max is an EU trainer specialised in the work processes and dynamics of influencing the EU institutions. Over the years, he has provided dozens of EU trainings, on specialized topics ranging from EU accession to third country lobbying for large numbers of diplomats and civil servants

Teun Janssen

Teun is a Cum Laude graduate of the College of Europe, and is specialised in the history, political dynamics and external relations of the EU. He benefits from years of experience in the organisation of EU-trainings for e.g. universities, civil services and military institutions.

Additional information

The seminar will focus on third-country lobbying efforts, on which a number of optional readings will be provided both prior to and following the seminar. After successful participation, you will receive a certificate.
