About the authors


Dragana Bajić is a Researcher at the Belgrade-based European Policy Centre (CEP). She researches the Serbian media sector from the perspective of freedom of expression as stipulated in Chapter 23 of the EU-Serbia accession negotiations. Within the good governance area, she focuses on topics related to open government and public administration reform, with an emphasis on public service delivery and human resource management in the public sector.

Wouter Zweers is a Research Fellow at the EU & Global Affairs unit of the Clingendael Institute. His research revolves around the external dimension of EU policy making, focusing specifically on the Eastern Partnership and Western Balkans regions. He coordinates the Clingendael ‘Balkan Hub’, a project in which Clingendael engages with local think tanks from the Western Balkans in joint research and events.
