Debate: significance of EU climate policy for the Netherlands

Introduction

On March 7, the Clingendael Institute hosted a public debate on the significance of the EU’s climate policy for the Netherlands. The debate was held in Dutch.

Reason for this debate is the upcoming European Council’s spring meeting on March 20-21 where the climate targets for 2030 will be discussed. This debate will concentrate on what is at stake at this crucial Council meeting and what the Dutch position should be in this regard.

In Dutch interest?

Despite an increase in local sustainability initiatives, the merits and urgency of an ambitious EU climate policy for the Netherlands is widely questioned. Stakeholders, experts and politicians all have their own agenda and their pet projects. The EU's role in climate policy is hardly questioned, but the level of embition and detail are contested. One question is who will profit and who will lose in case an ambitious climate policy would be endorsed. Could the Netherlands profit from the European policy and become a first mover in the field of green innovation? Would investments in sustainable innovations improve the Dutch competitive position or is the Dutch economy currently too weak for any big transition?

In short, what are possible outcomes of the upcoming European Council’s spring meeting and in what ways will this influence both the Dutch investment climate and competitive position?
