Inter-operability between Police and Civilian Training

Introduction

Context

The European Union has decided to develop the civilian aspects of crisis management in four priority areas defined by the Feira European Council in June 2000: police, strengthening of the rule of law, strengthening civilian administration and civil protection. The specific capabilities in these four fields could be used in the context of EU-led autonomous missions, or operations conducted by lead agencies, such as the UN and the OSCE.

EU New Training Initiative for Civilian Crisis Management (ENTRi) and EU Police Services Training (EUPST) are two projects funded by the European Commission under the Instrument contributing to Stability and Peace (IcSP). Both projects are specifically dedicated to enhance the quality of civilian and police mission staff respectively, in particular the harmonisation and standardisation of training efforts for civilian and police experts who are either going to, or already working in crisis management missions worldwide.

Objectives

This Conference aims to enhance the cooperation between EUPST and ENTRi while discussing ways wherein civilian and police mission staff can be better trained and equipped prior to, and during, mission deployment.

 For this conference, we pose ourselves the following questions:

  • What will be the defining characteristics of CSDP and other civilian crisis management missions in the near future, and what implications does this have for training and pre-deployment preparation?
  • In what ways can EUPST and ENTRi jointly address training needs more effectively and efficiently, create greater added value and synergy, recognising the responsibilities of all stakeholders and individual Member States?
  • The conference’s results will feed into the implementation of both projects, further EU-level policy-making and training developments by individual stakeholders.
