Call for Proposals: Review Legitimate Stability Research Programme

Clingendael Conflict Research Unit (CRU) and the Institute for Security Studies (ISS) in Africa are looking for a consultant (team) to conduct a ‘Near-End Review’ of the Legitimate Stability Research Programme.

 

Since 2022, the Clingendael Conflict Research Unit (CRU) and the Institute for Security Studies (ISS) have implemented the Legitimate Stability Research Programme (LSRP), under a five-year subsidy agreement with the Netherlands Ministry of Foreign Affairs (MFA). 

The programme was set up by the Department for Stabilization and Humanitarian Aid (DSH) in light of the observed need for donor governments to strengthen the evidence base for their international development policy and programming – including initiatives addressing security, rule of law, irregular migration, governance, poverty and inequality, and conflict prevention.

The review is foreseen to take place between July 2025 and February 2026, concluding with as sense-making workshop and final report. The main aim of this Near-Term Review is to help ensure both accountability and learning, providing recommendations to be taken into consideration for the remainder of the programme as well lessons for future research partnerships.

The LSRP Partners are looking for a consultant that can facilitate a robust, methodologically sound evaluation process that fosters learning and provide insights for improvements to the programme. Do you have experience with similar evaluations, and are you interested in applying?

Please note:

  • We will look particularly at the track record you have in conducting (similar) reviews and evaluations.
  • We encourage applications from those who have prior experience with research partnerships for (foreign) policy; and particularly those with experience research-policy linkages in contexts of fragility and conflict.
  • Prior experience conducting reviews of programmes funded by the Netherlands Ministry of Foreign Affairs is a plus.
  • Please also indicate your availability in the period between July 2025 and February 2026.
  • We will be contacting potential reviewers after 18 July. Interviews will take place on 23-28 July.
