Clingendael expert Bibi van Ginkel briefs Council of Europe

On Thursday 22 October in Riga, 17 member states and the European Union signed the Additional Protocol to the Council of Europe’s Convention on Prevention of Terrorism. During the official signing ceremony, it was emphasized that the Additional Protocol was the first international document with legal standing that implemented the unanimously adopted Security Council Resolution 2178 of last year, and which puts obligations on member states to take action against foreign terrorist fighters.

This Additional Protocol has been developed in the world record time of 7 weeks. Clingendael and ICCT Research Fellow Dr. Bibi van Ginkel was invited to attend the signing ceremony and to give a presentation at the symposium that was organized at the occasion of this official ceremony.
