International Negotiations Training for CARICOM Member States and Secretariat

Clingendael Academy, in collaboration with the Diplomatic Academy of the Caribbean (DAOC), recently delivered a 4-day negotiations training in Trinidad and Tobago. The programme brought together 23 policy advisers and diplomats from CARICOM member states and the CARICOM Secretariat, equipping them with advanced negotiation tools and strategies to address regional and international challenges. The training was delivered by Clingendael’s Academy Director, Ron Ton. 

The training provided participants with in-depth knowledge and hands-on experience across various aspects of negotiation. Core concepts such as bilateral negotiation, multi-party negotiation, distributive versus integrative approaches, and the principles underpinning successful negotiations were thoroughly explained. Participants also explored the PIN analysis framework, differentiating between positions, interests, and needs to enhance their understanding of conflict resolution. The training delved into the unique challenges and dilemmas faced by CARICOM diplomats and offered insights into recognizing different negotiation styles, managing perceptions and emotions, and effectively responding to bargaining tactics.

 

 

The program emphasized experiential learning through tailored exercises and simulations that reflected real-world challenges in the Caribbean region. Participants engaged in roleplays for bilateral negotiations, self-assessments on conflict modes and communication styles, and an interview carousel with practitioners. A significant component was the application of stakeholder mapping tools, where participants analyzed the interests and influence of stakeholders in Caribbean negotiation processes, identified effective engagement strategies, and applied these insights in practical group exercises. A skills-based exercise introduced a four-dimensional model focused on content, process, procedures, and behavior, helping participants maintain control in complex negotiations.

One of the highlights was a multi-stakeholder simulation where participants navigated negotiations to establish a platform for consultation and decision-making on critical regional issues, such as resource-based conflicts, food security challenges, international aid concerns, external debt, and fragmented governance. The training culminated in a full-day United Nations Security Council simulation, where participants applied their learning to build consensus and draft a resolution addressing an international crisis scenario.

This collaborative effort between Clingendael Academy and DAOC aimed to empower CARICOM diplomats and policy advisers by enhancing their capacity to navigate complex negotiations with confidence. By blending theoretical insights with practical applications, the training equipped participants with a deeper understanding of negotiation strategies and processes tailored to the Caribbean context.
