This report from the seminar held at the Clingendael Institute on 5 June 2003 gives a succinct summary of the main arguments and observations made at the seminar and of the debate that took place at the occasion. It comes as a precursor to a full-length publication of the revised versions of the interventions at the seminar due to be published by the Clingendael Institute in the autumn of 2003.
