Containment 2.0. Living with the new East-West discord

The aims of this paper, like the broader study it introduces, are to assess the character and gravity of security challenges posed by Russia and propose effective policy responses.

Before presenting these proposals, we will need to examine the premises underpinning Russian policy, the significance of the Ukraine conflict, the challenges confronting the EU and NATO, and the capabilities and tools that Russia has at its disposal.
