Early warning, politics and power

In the face of today's immense humanitarian and security challenges, the question arises how the use of early warning/early action mechanisms could be improved to prevent conflict. 

This policy brief argues that a better understanding of the changing face of contemporary conflicts, combined with a better recognition of the limits to the quantification of social processes, are a key first step.
