Gender equality has been an important theme for the policies of the Netherlands Ministry of Foreign Affairs on fragile and conflict-affected states since 1995.
This has been reflected most prominently in the establishment of two Dutch National Action Plans (NAPs) to implement United Nations Security Council resolution 1325 on women, peace and security.
This evaluation was commissioned by the Ministry's Policy and Operations Evaluation Department (IOB) and aims to give an account of the investment of the Dutch Ministry of Foreign Affairs into the NAPs and the efforts undertaken to mainstream gender into its peace and security policies over the period 2007-13.
This evaluation is one of the building blocks for the overall IOB gender equality policy evaluation Gender sense and sensitivity.
The report is a co-production of the Conflict Research Unit (CRU) of the Netherlands Institute of International Relations Clingendael in The Hague and the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.
