Linking Security System Reform and Armed Violence Reduction - Programming note

As a contribution to the international discussion on Armed Violence Reduction (AVR), the Clingendael Conflict Research Unit has written an OECD-INCAF (Organization for Economic Co-operation and Development - International Network on Conflict and Fragility) programming note entitled Linking Security System Reform and Armed Violence Reduction. The note is part of a series of three - the others focusing on the issues of urban violence and youth violence - written as a follow-up to the OECD's AVR policy note "Enabling Development". At the request of the OECD-INCAF's AVR Expert Panel, this policy note is an attempt to further concretize AVR policy. Linking Security System Reform provides practical, hands-on advice to practitioner's and HQ staff on programming for security, in particular on how Security System Reform and AVR activities can complement and reinforce each other throughout the programming cycle.
