Rwanda 2025: scenarios for the future political stability of Rwanda

This book chapter deals with the question of political stability in Rwanda in the year 2025. Will there be internal stability and cohesion, or tension and disruption? There are various ways of looking into the future of Rwanda. This chapter uses scenarios and focuses on two key-uncertainties for future political stability, being the political space and socio-economic (in)equality in Rwanda. It looks at how these and other elements interact with each other in shaping the future. This results in four scenario: Rwandan Switserland; Rwandan Singapore: Rwandan Russian revolution; and Back to Arusha. It concludes with a number of policy implications.
