ASEAN diplomats and officials strengthen cyber capacity and knowledge
Diplomacy is essential for increasing cyber security on a national, regional and global level. Our cyber team provided a four-day online Cyber Diplomacy Training for officials from ASEAN member states. The group consisted of technical experts and diplomats working on cyber security in their respective countries or on ASEAN's coordinated efforts to contribute to cyber security in the region.
Over four days participants learned how to navigate the UN normative framework for cyber governance, including the application of international law in cyberspace, followed by a session on the cyber threat landscape. During deep-dive sessions on specific threats such as disinformation operations, and the proliferation of commercial spyware, participants were informed about the risks and ways in which they can be addressed. The last module was dedicated to cyber attribution and response, culminating in a cyber crisis simulation, which equipped the participants with key skills for cyber diplomacy. The online course concluded with a session on Dutch cyber diplomacy in ASEAN, led by the Regional Cyber Coordinator from the Netherlands Embassy in Singapore, highlighting the Netherlands’ cyber policy, regional engagement, and the role of multilateral cooperation.
