Clingendael supports Dutch Relief Alliance partners in Ethiopia Joint Response

In March, Clingendael’s Humanitarian Negotiations Programme had the opportunity to work with 20 humanitarian professionals delivering humanitarian assistance in Ethiopia. 

The participants all work in organisations that are part of the Joint Response of the Dutch Relief Alliance which is led by SOS Children’s Villages. Most activities take place in the Amhara and Oromia regions in Ethiopia, where humanitarian needs are severe due to conflict and climate-related crises.

Navigating negotiation in complex crises

Ethiopia is facing multiple, intersecting crises that severely impact humanitarian access. In Amhara, clashes between rebel groups and government forces have destroyed core infrastructure, leaving hundreds of thousands without essential health, water, and sanitation services. In Oromia, prolonged drought and food insecurity are driving famine and displacement, exacerbating vulnerabilities and increasing the demand for urgent humanitarian support. On top of these challenges, recent funding cuts to humanitarian budgets have further increased the pressure on response efforts, making effective negotiation skills even more critical to reach the most vulnerable.

Applying negotiation skills to field realities

Throughout the training, participants engaged in practical simulations tailored to the negotiation challenges they encounter in their daily work. Simulation exercises included negotiating with an armed group and in a consortium of NGOs. Recognising the complexity of their operational contexts, an additional training day was dedicated to in-depth reflection on negotiation dynamics in Amhara and Oromia. This allowed participants to analyse their experiences, share insights, and apply lessons learned directly to their current negotiations.
