Clingendael Academy provided a tailor-made training for expert staff advising members of parliament in its Commission I on defence, foreign and information affairs.

The training therefore provided the participants with the latest knowledge of cyber defence and security, intelligence and security services, maritime security, and international military operations and enabled them to learn from the knowledge and experience in the Netherlands.

Knowledge transfer

While the majority of Clingendael's trainings includes the strengthening of skills, this training focused specifically on the transfer of knowledge. This allowed for the in-depth exploration of topics and conversations with different experts, resulting in a diverse and dense programme. The variety of information allowed participants to compare the ideas practices of the Netherlands with the Indonesian context and to draw lessons for their work at home.

A full and fruitful programme

For instance, just the one day that focused on Intelligence and Security Services incorporated all of these elements:

  1. Working visit to the Review Committee for the Intelligence and Security Services (CTIVD) to learn about their role as an independent organisation acting as the eyes and ears of the parliament.
  2. Meeting with experts from the Netherlands Intelligence Service (AIVD) to discuss the Intelligence and Security Law, legal/political structures and brakes on special powers.
  3. Lecture on the democratic control over the Intelligence and Security Services by a professor Intelligence Studies and an expert on the relation between intelligence and democracy.
