OSCE working visit on cyber at the Clingendael Academy

On Tuesday, 4 February, the Clingendael Academy hosted members of the Organisation for Security and Co-operation in Europe (OSCE) for a work visit on cyber attribution and diplomatic responses.

The session began with an explanation of methods and means for attribution of cyber operations and international rules and guidelines for state actions in cyberspace. Next, a representative of the Dutch Ministry of Foreign Affairs as Policy Officer Cyber, provided insights into how the Netherlands informs NATO and EU discussions on coordinated cyber responses.

The morning concluded with a scenario game, where participants analysed real-life cyber scenarios and discussed response strategies. The aim of this interactive session was to stimulate exchanges on cyber attribution and response procedures in their countries.
