Gijs van Loon has been an Academy Programme Fellow at the Clingendael Institute since August 2021. In this role, he develops, coordinates, and implements training programmes for diplomats and other professionals in international relations, with a focus on cyber diplomacy and international security.

Prior to joining Clingendael, Gijs worked as a policy researcher at the Netherlands Ministry of Foreign Affairs’ Policy and Operations Evaluations department (IOB). At IOB, his responsibilities included conducting evaluation research on various aspects of Dutch foreign policy interventions. His key project there was authoring the 2021 report “Improve the Connection,” which evaluated the international cyber policies of the Netherlands Ministry of Foreign Affairs. This work provided insights into the effectiveness of these policies to contributing to a free, open and secure cyber domain. This experience has been integral to his current role at Clingendael, where he applies his knowledge in the development of training programmes for professionals working in international security, including areas of cyber security and cyber governance.
