Training needs analysis for the Georgian security sector

How can we rationally identify security sector training needs? And how can we do so, even in a time of strategic uncertainty and crisis? On 1 and 2 March, Clingendael and the Defense Institution Building School of Georgia (DIBS) conducted a scenario-based training needs analysis for the Georgian security sector, taking into account the longer-lasting security effects of Russia's current invasion of Ukraine.  

Training managers and developers from the MOD, police, Ministry of Internal Affairs, Border Guard, and the National Security Council of Georgia, first explored different sectoral, curriculum- and personal-level instruments that allow training institutes to build curricula that effectively meet professionals’ needs.  Addressing the current crisis, participants then considered different scenarios for the mid-term impact that the ongoing Russian invasion of Ukraine could have for Georgia’s own security.

This combination helped them to better identify implications for Georgia's next security sector training cycle. Focusing in particular on Cyber Security, Strategic Communication and Territorial Defense, participants drafted recommendations for skills & competences needed by security professionals to deal with these different scenarios. Through selected expert contributions, Clingendael also facilitated an exploration of NATO and EU training perspectives on Maritime and Black Sea Security, as well as Peacekeeping Operations.  

Clingendael Academy and DIBS have worked closely together since 2016, building professional and institutional capacity for the Georgian security sector (acting under the 2014 Substantial NATO Georgia Package (SNGP). Through this intensive multi-year partnership, we have worked towards the establishment of DIBS as an accredited NATO-quality training provider. Clingendael looks forward to continuing our cooperation with the DIBS School under the now-refreshed SNGP, and to support institutional and professional development on regional security, through tailor-made training courses on security sector governance, international crisis management, and more, in the years to come.
