Since 2016, the Clingendael Academy has successfully delivered Blue Economy training programmes tailored for Small Island Developing States (SIDS) and coastal countries facing shared environmental and economic challenges.

Against the backdrop of the global climate crisis, these programmes strengthen diplomats and government officials with the tools and knowledge to champion sustainable ocean development.

In the latest one-week online edition of the programme, participants from the Indian Ocean and Pacific regions came together to sharpen their diplomatic skills and deepen their expertise in the Blue Economy – a concept focused on the sustainable use of ocean resources for economic growth, enhanced livelihoods, and environmental preservation.

Throughout the week, participants explored key themes and strategies through a mix of expert-led sessions, interactive workshops, and collaborative assignments. The programme began with thematic deep dives into vital policy areas, featuring topics such as partnerships for the Blue Economy, economic security and resilience, to governance, and innovation at sea. Guest speakers from diverse sectors — including regional Blue Economy coordinators, private sector representatives, and academic experts — brought real-world perspectives to the discussion.

In various sessions, participants engaged in a practical manner on system mapping and building collaborative profiles, helping them better understand the processes and institutional ecosystems that shape the Blue Economy. With workshops on negotiations, multi-stakeholder collaboration, and regional risk profiling, the different sub-groups were equipped to successfully present their strategic policy solutions to tackle blue economy policy objectives during the last training day.

The trainers look back on a dynamic and impactful week and remain committed to supporting diplomats and public officials in advancing sustainable and inclusive Blue Economy policies around the world.
