Martijn Pluim is Director of the Clingendael Academy, responsible for the delivery of the institute’s international training programmes for diplomats and other professionals working in international organisations, government institutions, defence, law enforcement, and NGOs.

His expertise focuses on diplomacy, international negotiation, and multilateral cooperation, with particular experience in facilitating complex intergovernmental dialogue processes with countries in Africa, Asia and Europe. 

Martijn regularly moderates policy discussions and contributes to training programmes. His work experience combines practical negotiation experience with a strong understanding of European institutions and international governance.

Over more than two decades he has worked closely with governments, the European Union, and international organisations on cross-border policy challenges, particularly in the field of migration governance and international cooperation. Before joining Clingendael he spent over twenty years at the International Centre for Migration Policy Development (ICMPD) in Vienna and later served as Programme Director at the European Institute of Public Administration (EIPA).

He holds a Master’s degree in International Relations from the University of Amsterdam and works in English, Dutch, French and German.
