IJle Stelstra is a Senior Fellow at Clingendael, and adviser of the Executive Board of Clingendael. IJle is responsible for the development of the knowledge and transfer of resilience expertise. He is an expert in translating science and change management principles into strategy and operations.
IJle Stelstra has built a broad and diverse career in both the public and private sectors. He started his career as a police officer, then focused on Tech and automation (SAP) and worked in the retail sector, where he developed expertise in connecting core values to technology and business operations.
As Principal Consultant at Atos Origin, Stelstra was responsible for strategic advice and the realization of complex projects. He then returned to the security domain where he fulfilled the role of board member and later Commander of the Amsterdam-Amstelland Fire Brigade and Safety Region.
From 2016 to 2025, Stelstra was director of the Netherlands Institute for Public Safety. The NIPV continuously anticipates developments and future explorations in the field of public safety. This translates into programmes in the field of climate change, sustainability, digital transition and robotisation, densification/multiple use of space, civil protection and resilience. IJle is a member of the Social Advisory Board of the KNMI for climate-related issues.
