The world's most popular power – a knack for diplomacy?

The  Ukraine crisis makes clear that Germany is at a critical juncture. Foreign Minister Steinmeier invited 50 global experts to contribute their views to the German Foreign Policy Review 2014, including Kishore Mahbubani, Anne-Marie Slaughter, Louise Arbour, Thomas Risse and others.

Senior Research Fellow Jan Melissen gives a view from the Netherlands, joined by Clingendael visiting fellows Brian Hocking, Paul Sharp and Shaun Riordan. They argue that Germany may be the world's most popular power and a successful trading nation, but that it has a hard power problem.
