The interface between the humanitarian sector and the diplomatic world is expanding rapidly. Increased understanding and communication between these two sectors has become essential to effectively address the consequences of global conflicts and crises. Humanitarian Diplomacy serves as a crucial bridge, fostering dialogue, partnerships, and solutions to tackle these challenges.

 

Our expertise

Building on over 40 years of experience in training diplomats and humanitarians, the Clingendael Institute began focusing on Humanitarian Diplomacy in 2019. In 2021, the first programme specifically designed for humanitarians was launched, followed by a dedicated course for diplomats in 2022. Since then, the Clingendael Academy has developed and organised each year several programmes tailored to the unique needs of both diplomats and humanitarians, ensuring relevant and impactful courses.

Our approach

To achieve these goals, the programmes focus on three key elements:

  1. Creating a safe learning environment: Participants are provided with a space to share best practices, openly discuss challenges, and learn from one another’s experiences.
  2. Facilitating expert-led exchanges: Experts guided discussions on complex topics such as sanctions, localisation, access challenges, and trends in international humanitarian law—issues where tensions often arise between diplomats and humanitarians.
  3. Building practical skills: Participants are equipped with skills such as advocacy, strategic message formulation, and effective influencing to empower them in their humanitarian diplomacy efforts.

Target audience

The Humanitarian Diplomacy Programmes are designed for:

  • Humanitarians: Professionals from NGOs, UN agencies, and other humanitarian organisations who are in direct contact with diplomats or attachés.
  • Diplomats or attachés: Officials working in embassies, ministries, or multilateral institutions who engage with humanitarian actors and work on humanitarian issues as part of their roles.

These programmes are tailored for professionals who seek to deepen their understanding of humanitarian diplomacy and enhance their ability to navigate the complex dynamics between humanitarian and diplomatic actors.
