Conditions for success: NATO as an example for UNESCO

At the yearly meeting of the Academic Council on the United Nations System, Barend ter Haar presented this paper on the question why UNESCO so far has failed to fulfil its task.

He uses a comparison between UNESCO and NATO to illustrate that in the case of UNESCO, the preconditions for success were not fulfilled.
