Anne Aagten is Academy Programme Fellow. Her expertise is international law, and the intersection of international law and governance of cybersecurity and artificial intelligence. She is knowledge coordinator of the Clingendael Academy international law team. Anne trains internationally operating professionals in the diplomacy and security and capacity building programmes of Clingendael Academy. For these audiences, she develops and coordinates tailored training programmes according to her expertise.
Prior to joining the Clingendael Institute, Anne worked as legal officer in public international law at the Ministry of Foreign Affairs of the Netherlands and at the Ministry of Justice and Security. She provided legal advice and took part in UN negotiations on cyber and AI governance and cybercrime. Anne also worked on international legal procedures before human rights courts and bodies. An example is the procedure before the European Court on Human Rights with respect to the downing of Flight MH17. Before working for the Dutch Government, Anne has been a research and teaching staff member at Leiden University on international refugee law.
Anne holds an LLM degree in Public International Law from Leiden University and a bachelor’s degree International and European law (including Dutch law courses) from the University of Groningen.
