Partners and competitors: NATO and the (Far) East

Obvious partners for NATO in the (Far) East are Russia and China. With Beijing the Alliance should form a NATO-China Council, similar to that with Moscow. NATO should cooperate with Russia, China , SCO and CSTO against narcotics and terrorism around Afghanistan.
