Annemarie joined the Clingendael Institute in August 2025 as Academy Programme Fellow to both the European Affairs Programme and the Diplomacy Programme. In this role Annemarie develops and conducts training courses on the functioning of the European Union, as well as on (international) negotiations and on diplomatic practice for foreign diplomats. Furthermore, Annemarie coordinates the Leergang Buitenlandse Betrekkingen (LBB), one of the flagship programmes at Clingendael.
Prior to joining Clingendael, Annemarie worked as tax adviser before moving to the Dutch ministry of Finance, where she worked for almost 15 years in various roles and international policy areas. She negotiated bilateral treaties for the prevention of double (non)-taxation with countries in the EU, Asia and Africa. As a financial attaché at the Dutch Permanent Representation to the EU in Brussels, Annemarie negotiated on financial services legislation, including on the establishment of the Banking Union. She led and chaired council negotiations during the Dutch EU Presidency in 2016. As Head of delegation for the Netherlands to the Financial Action Task Force (the international standard setting body for combating money laundering and terrorist financing) Annemarie led the Dutch delegation during international meetings and multilateral negotiations with 30+ countries and 400+ participants. Annemarie also worked as deputy Head of unit for Policy and Risk Management at the Dutch State Treasury Agency.
Annemarie holds a master’s degree in Tax Economics from the Erasmus University Rotterdam and more recently completed a master’s in philosophy of Culture and Governance at the Vrije Universiteit Amsterdam. She also studied at the University of Oregon, in the United States. Annemarie is a member of the Advisory Council to the Dutch programme for the implementation of the European Rail Traffic Management System.
