Prior to joining Clingendael, Feline worked as a maritime affairs policy officer for the Dutch government. In this role, she coordinated EU maritime sanctions in relation to Russia's invasion of Ukraine. She also represented the Netherlands in international negotiations at the oldest international organisation in the world: the Central Commission for Navigation on the Rhine. During this time, Feline worked on several EU legislative procedures, for example the renewal of the River Informations Services (RIS) Directive and the Trans-European Transport Network  (TEN-T) Regulation. She has participated in Council working groups and advised the European Commission on implementing- and delegated acts.

Feline also has experience in foreign relations management during times of crises, such as COVID-19, and capacity building at a women's rights NGO. 

Feline holds an advanced master's degree in International Relations and Diplomacy (MSc) from Leiden University and a bachelor in Politics and History (Ba) from the University College Utrecht.
