During this expert seminar, options are explored on the next steps in European defence cooperation.

The roundtable brings together national and international experts on European security and defence to discuss the implications of initiatives on operational European defence cooperation as well as on capability cooperation in multinational format. We would like to discuss the various disparate initiatives in a more coherent way.

This is a particularly urgent issue now that the pressure on Europe to take more responsibility for its own security is rising; what will be the next steps for deepening defence cooperation? Will cooperation remain primarily bilateral and in small clusters, or do we need more top-down coordination and guidance? What roles do Permanent Structured Cooperation (Pesco), the European Defence Fund and the Framework Nations Concept play? And how do these new initiatives and existing cooperation formats fit together in one logical framework? 

As new ideas seem to fall over each other, can we still make make sense of European defence?
