Alexandre F. Gomes is a Research Fellow at Clingendael, where he is part of the EU & Global Affairs Unit and of the ‘Geopolitics of Technology and Digitalisation’ programme. His research focuses on the role of technology in geopolitics covering (inter)national security issues and discussions on economic security, de-risking and the changing global order. He looks at the position and role of the European Union in the technology rivalry between the US and China, both from the Protect and Promote policy points of view. Emerging technologies like Artificial Intelligence and quantum technologies, as well as topics like cloud sovereignty or export controls, also capture his attention. He looks at power dynamics of public and private actors in the digital domain and their collaboration and partnerships, exemplified by the EU Global Gateway initiative. 

Earlier in his career, he worked as IT and Technology consultant. In that role, he contributed to strategic and operational tech-related projects, not only in several European countries, but also in Mexico, Saudi Arabia or Iran.

Alexandre holds a Master’s degree in Electrical & Computer Engineering from Instituto Superior Técnico in Lisbon, Portugal (2016) and a Master’s degree in Political Science & International Relations from the Vrije Universiteit Amsterdam, The Netherlands (2022).
