Julia Soldatiuk-Westerveld is a Senior Research Fellow at the Clingendael Institute’s EU & Global Affairs Unit. Her research focuses on EU foreign and security policy, peace and security—particularly Ukraine’s security, post-war reconstruction, security sector reform, EU enlargement toward Eastern Partnership countries, and EU–Ukraine energy relations. Together with Clingendael colleague Bob Deen, she coordinates the International Expert Group (IEG), which supports Ukraine’s diplomatic peace efforts by contributing policy ideas and promoting international understanding of pathways towards a just and sustainable peace. Julia regularly trains Dutch civil servants and diplomats on these issues and has also delivered trainings on EU accession negotiations in Kyiv.

Prior to her position at Clingendael, she advised governments in Eastern Europe, Egypt, Turkey, and Kosovo on EU accession, institutional reformspeace building and post-conflict recovery through her work with the International Cooperation Agency of the Association of Dutch Municipalities (VNG International) and the Dutch peace organisation PAX. Julia holds an MA in International Relations and Global Governance from the University of Groningen and MSc in Physical and Economic Geography from the T. Shevchenko University. She regularly speaks at international conferences on Eastern European security and politics.
