Jules joined the Clingendael Institute as an Academy Fellow in October 2023. In this capacity, he primarily focuses on the development, coordination, and implementation of training courses on the functioning of the European Union. He is specifically interested in the EU’s neighbourhood policy and its global economic engagement. He also coordinates and implements trainings on multilateral economic diplomacy. His training courses are tailored to diverse audiences, including diplomats and civil servants.

Before joining Clingendael, Jules worked as a lecturer in Public Administration at Leiden University and spent 2 years as a policy advisor for several Dutch ministries. He has also been a trainee at the European Court of Auditors and an intern at the Dutch embassy in Bangladesh.

Jules completed a bachelor's degree in Liberal Arts and Sciences at University College Maastricht, a master’s degree in International Security at Sciences Po Paris, and a second master’s degree in International Relations at Peking University.
