Floor Stoelinga is a researcher specialising in EU affairs and the governance of techno-social security within the energy, climate, and economic sectors. With specific experience in strategic dossiers, her work within the Clingendael Critical Resources team focuses on strategic autonomy and energy-climate security.

Floor holds a Master’s degree in Global Governance and Diplomacy (with distinction) from the University of Oxford, as well as a BSc in Political Science: International Relations and Organisations from Leiden University.

Prior to joining Clingendael, she worked as a trainee at the European Parliament, advising on high-impact legislative dossiers within the Civil Liberties (LIBE) and Environment (ENVI) committees. She also contributed to research on public sector resilience during an internship at the Vereniging voor Overheidsmanagement. Additionally, at the NATO Defense College, Floor served as a temporary VERO Assistant, focusing on the Alliance’s civil-military outreach to the MENA region.

Floor has lived and worked in the Netherlands, the United Kingdom, Italy, and Belgium. She is fluent in Dutch and English, and proficient in German and French.
