Warner ten Kate is Programme Lead Migration within the EU and Global Affairs Unit at Clingendael. His work focuses on migration partnerships, nearshoring strategies, the implementation of the EU Pact on Migration and Asylum and exploring innovative approaches to migration governance. He brings broad expertise across the migration spectrum, including development-oriented responses to forced displacement.
Prior to joining Clingendael, he headed the migration division at the Dutch Ministry of Foreign Affairs, overseeing migration policy across Africa, the Middle East, and the Afghanistan region. Before that he had a focus on conflict resolution and mediation through roles with the United Nations in Mali, the Democratic Republic of Congo, Uganda, and South Sudan. In addition to his field experience, Warner has held positions at the Dutch Ministry of Economic Affairs, where he contributed to a World Bank procurement review in close collaboration with Dutch businesses. His diplomatic career started when he joined the Dutch foreign service, with postings in Ethiopia and Uganda. He worked at Shell, gaining experience in logistics and procurement. Warner’s professional journey began with Médecins Sans Frontières.
Academically, Warner is trained as an economist.
