Turkish proxy warfare in northern Syria

The report analyzes the evolution of Turkey's proxy warfare in northern Syria. This strategy has returned Turkey to the Syrian civil war as a relevant player, undone some of the gains of the PYD-led Syrian Kurds and created a tool that will allow Turkey to remain in Syria for the near-term.
