Jules Bracke joined the Clingendael Institute as an Academy Fellow in 2023, and became a Senior Academy Fellow in 2026. He trains professionals in EU decision-making and EU negotiations. He coordinates and implements training programmes for civil servants, foreign diplomats, military personnel, negotiators, and private sector professionals. In the last two years, he has trained over 400 civil servants and diplomats on effective engagement with the European Union.
In this context, he has trained all EU 27 member states at the European Diplomatic Programme, has helped countries prepare their Presidency of the Council of the European Union and has provided various tailor-made EU seminars to organizations in both the public and private sector. Jules has also provided negotiation trainings to two EU candidate countries.
Before joining Clingendael, Jules worked as a lecturer in Public Administration at Leiden University and spent 2 years as a policy advisor for several Dutch ministries. He has also been a trainee at the European Court of Auditors and an intern at the Dutch embassy in Bangladesh. Jules completed a bachelor's degree in Liberal Arts and Sciences at University College Maastricht, a master’s degree in International Security at Sciences Po Paris, and a second master’s degree in International Relations at Peking University.
